The N900 used a toolkit that extended good old GTK+. Only the window management was accelerated by HW.

Awesome device, really, but not yet there in terms of UI.

It is not laziness, it is simply that the cost of switching is much greater than the expected benefit. Unless you are a developer/admin, there are no applications in GNU/Linux that justify that switch by themselves, in the way that games and professional software do for Windows/OSX.

A commercial application developed for Windows XP will a) run in pretty much all your customers' systems, and b) keep running unchanged ten years later on Windows 7.

In GNU/Linux, it is much harder to achieve a) and make something run on all the major distros at one point in time, and it is nearly impossible to ensure b).

Greater effort required + much smaller user base = no deal for app makers

Design changes introduced by GNOME are often too risky for what they can actually confirm with the resources that they have.

User testing would likely have shown that nobody could guess the use of Alt on their own, and that it is unlikely that a user would figure out that an option (shutting down) that is not available when he is logged in, will be made available when he is logged out. It would have been awesome to have done that when this functionality was first proposed, so that it could have been discarded right away instead of making GNOME users google how to turn off their computers.

The Shell and core applications have some great ideas in them, but GNOME certainly has a very strange relationship with their current, actual users.

Actually, one of the reasons why Apple does it is because menu items by the edge of the screen are faster to hit with the cursor. This, of course, provided that you can actually see the items before you start the movement.

This is not the case with Unity because the window title hides the menu: you need to move the cursor and hover on the general area of the menu to uncover it, then move to the desired element and click on it.

GNOME does not really better: you need to move to the one menu icon, click on it, then perform a slow selection on the drop-down list of actions.

At the same time, the design team is very loosely defined. The official stand is that if you do design for GNOME, you are part of the team. However, it is clear that a few people hold a lot of power, basically for the simple reason that they work for the company that is also funding development.

Funny thing is that, apparently, the "oh shit" moment for Nokia was when they realized that they would be only able to release three MeeGo phones in 2011-2013. Exactly the same number as a certain Californian fruit company.
