You basically have to keep losing. And appealing to higher courts. Don't forget that there's politics everywhere, even in the court system, so your issue has to be something that the justices are going to be ok having their names on, or it will never see the light of day. The supreme court can refuse to hear a case and do so without comment. Also, it can't be some broad sweeping thing. It can't be something like "We don't like SOPA/CISPA. We just don't." What you want to do is target the specific things about it that are either in conflict with current law, or violate the constitution. Oh, and be prepared to pony up the dough. For as many lawyers as we have in this country, not many of them are qualified to argue before the supreme court.

I don't think so. 181K on any kind of diesel is nothing. Go take a look at the prices on those cars. They aren't giving them away.

I'd tell them that you're going to a dealer to get it inspected. Keep in mind that a CTS of that era doesn't even call for a tune up or spark plug change for K100 miles. Also, people who buy Cadillacs don't buy them to hot rod them, so unless this thing has been in some catastrophic accident that they're hiding from you, the car should be fine.

Vietnam was a mess and the aftermath needed to go away. After it was over, the country needed to move on and Carter's decision was the right one. Unlike the all volunteer army we have now, most of these people were drafted and had no choice in the matter. They got picked because their number came up. They were conscious objectors who didn't have conscious objector protections.
