Personally I don't mind penalties... I just hate to see a match end on them.
What'd I'd like to see would be the following:
If the match is drawn at the end of 90 minutes, do the penalty shootout then. This gives all of the players a chance to rest for a bit, and might lead to fewer injuries in added time. The winner of the penalty shootout is awarded a bonus that is the equivalent of half of a goal. Then play the 30 minutes of added time. If the PK losing team fails to score, the PK winning team wins the match.
The team that wins the penalty shootout can park the bus if they want, but if they concede a goal, they're losing again and have to respond.
In this way, you no longer have a match ending on PKs, you still get a clear and distinct winner, and the strategy of extra time is changed greatly (gone would be the days of both teams playing for the draw in extra time).

If there are plenty of other spots available, I'll just shake my head at these bad / asshole parkers and move on. If the parking lot is packed and I have to spend a long time driving around looking for a spot, I'm going back and scratching their car. They have to learn a lesson somehow.

Personally, I'd much rather have the situation sorted before he heads off to the Euros. If we end up in a situation like last year where we're desperately seeking a replacement for our best player in the final minutes of the transfer window, we're going to have another terrible start to the season.

Wenger has said on multiple occasions (as diplomatically as possible) that the current transfer strategy and wage policies are set by the board. He has been allowed to make several smaller transfers, but not larger ones.
You know he's not actually responsible for setting wages, right? That he has very little if anything to do with that? The board handles those things. He just recommends to the board who he would want and how important to the team they would be.
There are many other managers for this club, like Riijkard, Rafa, Mourinho, Klopp, Pep, Hiddink, etc, and don't say none of them are realistic we are the 5TH BIGGEST CLUB IN THE WORLD and we have 2 billionaire owners so I know we can get any better (better in for example not letting the team concede 49 goals) manager we want.
Yes, by all means, let's hire one of those guys who have been fired or resigned every 3-4 years because they haven't been good enough at other clubs instead of hold on to the guy who's kept us the second most competitive team in the Premiership for the past 17 years. Let's take the guy who failed at Liverpool, the guy who failed at Chelsea (when he had nearly unlimited resources), the guy who had to bail out from Barcelona after only four years because the pressure to win was so great and he wasn't going to be able to keep it up...
Those are all proven 3-4 year managers. I wouldn't want a single one of them. Almost all of them only operate well at clubs where they are given basically whatever transfer they want regardless of the cost.
Wenger and the board need to get on the same page, and things will be fine.

That's due to the salary cap, though. Just look at MLS. MLS has a cap, and there's some really great parity, and "small market teams" can do very well.

Honestly I'm not sure. We're yet to see the long term consequences of extremely high spending in the short term in soccer. In baseball, it seems that the Yankees have managed to figure out how to stay profitable. We don't know if the likes of Chelsea or Manchester City will be able to keep it up.
As of now, they have had billionaires come in and treat them as personal playthings, throwing hundreds of millions into the pot to buy the best talent and rise to the top. What happens when those billionaires get bored or the money runs dry? We have no idea. This whole "buy a club and throw heaps of money" thing has only been a thing for about a decade, and Chelsea (the first club with a billionaire owner) has already started to slide. Only time will tell how it is going to play out.
Does this economic imbalance contribute to the lack of interest?
Is there a lack of interest in baseball? They have just as much of an economic imbalance.

Mostly from the headline and just skimming the article. We've seen several articles like this in the past and will probably see several in the future. The points always seem to boil down to the same conclusion: "Americans hate soccer because it's not like the other stuff they do like." And that's fine. Some people are cat people, some people are dog people.
It's also a completely moot point. Fans of the sport don't really care about why "Americans hate soccer" (which is actually demonstrably false... plenty of Americans love the sport). We like it, otherwise we wouldn't be on /r/soccer, and we're not about to sell out and change the sport to appeal to the minority of people on the planet who don't like it.
It's already the most popular sport on the planet, so it's gotta be doing something right. The world doesn't revolve around Americans' sports preferences.
I apologize for trying to bring something interesting to r/soccer.
This kind of article would be the equivalent of a soccer fan writing about how boring baseball is and posting it in /r/MLB. You can't have possibly expected a warm reception.
If you really wanted to bring something interesting to the community, or start a discussion about what (if anything) could be done about getting Americans to enjoy soccer more, there are probably better ways to go about it.

Alternate side parking serves a couple of purposes. 1) It guarantees one side of the street will be available for street sweeping / cleaning every day. 2) They figure out very quickly if there are any abandoned vehicles (or long term parkers who are unaware of the rule), and are able to get them towed and off the street, freeing up more parking for everyone else.
WHY WON'T WENGER INVEST IN THE FUCKING TEAM
It's not his choice. The board won't let him. He's said he wants to make bigger transfers and reward our best players with bigger salaries, but the board won't release / approve the funds.
Wenger is doing absolutely everything he can with the resources he has. There is no better manager on the planet for this club, and you're insane if you think otherwise.

For me, it's win-win.
If Bayern win, that's cool. I like Bayern (I even have a couple of Bayern shirts laying around), and I don't like Chelsea. That's a positive result.
If Chelsea win, an English club wins the Champion's League, which is good for the Premiership, and Spurs are screwed out of Champion's League next year. That's a positive result.
Either way, I'll be watching the match with interest and I'll be happy with the result no matter what happens.
