I'm actually dealing with a very similar situation myself. As others have said document everything (you can’t have too much documentation), and contact the Community Alliance of Tenants. Also, let the management company know you are aware of your rights.

Here is some state law that pertains to your (our) situation: Oregon State Bar: Rights and Duties of Tenants - "...Second, you have the right to a “habitable” home. This means that the property must be safe and sanitary...If a landlord refuses to provide certain kinds of services, and if you did not cause the problem, you may correct the problem if you first give written notice to the landlord. In the written notice, be sure to define the problem and give the landlord a reasonable amount of time to make the repairs. In some circumstances, you may then deduct the cost of the repairs from your rent, after submitting the receipts to the landlord."

Since your situation sounds like you need a professional to take care of the mold-removal and cleaning, I would not try to tackle it myself. You can (in very serious situations) open up an escrow account and pay your rent on time to the bank. The management company will only then be able to collect their rent after the necessary improvements have been made. The folks at CAT can explain in further detail about doing this. Good luck.
