Because those people in Chicago aren't part of a group being fired at indiscriminately, which is what the noun massacre means. Have you bothered to look up the definition?

Nowhere in there does it say what they have to be doing or whether they caused the situation at all.

Now the verb definition does say a large number of people, but who is to decide what that number actually is. If it is students on a college campus I'd say 4 is a large number.

Really you just sound like a butthurt person at this point, but maybe your definition of butthurt requires more than 4 un-incitefull comments.

When you title an event a massacre it's because the general consensus believes it to be one. The cause has nothing to do with the definition of the label in this case.

I was kinda being facetious with the yahoo answers and all. But I do think it qualifies.

Like others have said, Wikipedia lists it in the article of lists of massacres and wiktionary lists it as a usage example for the definition of massacre.

I remember as a kid seeing the bloody shot through denim jacket of one of the dead in a museum somewhere in Ohio. My dad went to Kent (graduated the year before the shooting) and wanted me to go there. So he took me on his own personal tour of the campus. It just so happened to be on the anniversary of the shooting, and we saw the site where it happened and a literal shit ton of hippie kids doing interpretive dance all over the place. I went to OSU.
