They would have been in bad shape but not nearly bad enough to need or take bailouts. The whole point is that the FDIC funds could have only been put in very specific things, and the organizations that would have been putting money in CDS's would have been entirely separate from the ones who had issued the mortgages and had FDIC insured money.

The CDS's would have existed, mortgages would have been bought and sold, but far far fewer because the banks wouldn't have been allowed to user consumer deposits (or any deposits insured by the FDIC) to buy the CDS's or any packaged mortgages. The whole mess would have been far far smaller. The whole problem is that the banks were making big risky bets with FDIC insured money because it was FDIC insured. They couldn't lose. With Glass-Steagall no FDIC insured money could have been used to buy CDS's.

But we also know that he's known how it's going to end the whole time (and that this hasn't changed), and that there are certain plot points which he has always planned on happening. We don't know if he's hit all these initial plot points, he probably hasn't, which means that revealing the original story would still contain spoilers.
