According to the Chicago Manual of Style, in nonscientific writing numbers under 100 should be written out.

Some exceptions:

ages should always be written as a number
dates and times should be numbers
If you first reference a number over 100, then a smaller number of the same thing (ex: Of the 144 apples, 12 were bad.)
decimals and fractions should be numbers unless there is an easy way to express it (two and a half vs. 2 1/2)
