It's not credible. The article didn't mention that the Canadian Charter of Rights and Freedoms guarantees the right to peaceful assembly. Quebec can't enforce a law like this, and mainstream Canadian media reported it. What is the article attempting to entice by leaving out facts like this? The Supreme Court will quash the law if they try to use it, it's invalid.

Every Canadian has the right to peaceful assembly, guaranteed in the Charter of Rights and Freedoms. Quebec can write any laws it wants to, but the charter supercedes it and it'll be quashed by the Supreme Court.

Quebec started trampling human rights decades ago when they essentially banned the English language. It's so strict, they took McDonald's to court to try and remove the apostrophe from its name.
