Do you have stats enabled on your server?

If you do, what's the ratio of stone to diamond mined?

Personally, I'm around 128 which seems low (small server, i am the lowest it seems). Other players on my server are 147, 160, 170, 240.

If you use bad maths, 16 (chunk width) * 16/4 (walkway widths) * 2 (walkway heights) ~ 128. I think mining at level 11 is more efficient than this, so if someone is below about 100:1, they do a lot of strip mining very efficiently, or are cheaters.

Strip mining would be easy to spot with OP's method, but you could narrow down who to check first with stats.
