They can still abstain. Paul cannot win on the first vote, but "bound" Romney delegates could go to the bathroom during the vote. It means more delegates that Romney needs to get.

It means that although Romney may appear to have 1144 bound delegates going into Tampa (he's not there yet!), these "rogue states" whose conventions do not mirror their primary results may be enough to deny Romney the first-vote victory by abstaining from the first vote. Paul cannot win on the first vote, but he can certainly stop Romney from doing so too.

I gave it my best... it's a count of only states that have had their state conventions - an absolute count of confirmed delegates going to the RNC.

One thing I noticed... look at how many delegates Paul has from caucuses compared to the other candidates... shows how the grassroots can really be effective!

I may be wrong but I think that they are only required to vote Romney IF they vote. Abstaining from the vote is still allowed. That's another reason why it's important to become a delegate even if you're told you have to vote Romney.
