The article has it wrong, it is not about network quality. It is taking advantage of the different promotions like free calls after a certain hour, or cheaper calls within the same provider. The nigerians knowing all these pricing plan take advantage of this and always choose the best plan for the time and type of call they want to make.

I think HFT is being overhyped. All these algorithms are merely front running orders from other HFT systems and following mini trends to trade. For ever algorithm there is another working against it, canceling each other out. Just like computer chess programs, pure analytics cannot beat the human mind.
