Tested the PSU P1 connector with no issues. Getting a new mobo as it seems this one is the broken part. RMAing this one, but I think I'll incorporate the RMA replacement one into a small file server later. Thanks again.

Reseated the CPU with no changes. I'll be checking the power supply when I get a multimeter (Ordered one earlier, should be in by Wednesday). Thanks for the link.

Not sure how to do that first option. Do you have a link to some instructions? I'll look into it either way. I reseated the CPU in case something happened there, and there were no changes. I've ordered a multimeter to check the PSU output, although I'll have to learn about that as well heh.

I actually saw shorting out as a possible problem when googling the symptoms. However, I'm not sure how to test it. I did take it apart completely to check but I didn't see anything out of the ordinary. It could bump into the case somewhere, but it's hard to see it to know for sure.

Tried with only the CPU fan and one stick of RAM connected to it. It acted the same as before. (By the way, updated the original post with a short video of the problem I am having.)

That was my thought as well. However, I just got a can of compressed air and did what I could to dislodge anything in them.

Possible, but I had a strap on my wrist for specifically that, connected on the other end to the case. Hopefully that worked correctly.

I've checked the old ram and it has the same problem. The new ram should be good, I had matched up the specs when choosing the model.
