I work for the federal government and would prefer not to identify myself. Not that it is particularly difficult to figure out what I do or who I am, but I'd prefer to keep this small level of anonymity.

I'm not sure I'm directly in a position to change anything, but can possibly offer a different perspective as to why some things are the way they are.

Your argument is similar to saying that "Annually this country give ten times as much to Exxon Mobil ($452b) as it did to Pell Grants.

I still don't know, but if they made $760 million in profit, whatever their net was must have been huge.

If their profit was $760m then that is the net. That's what the net means. It is the profit after taxes, depreciation, etc.

Their operating margins are at 16.1%. That means that for every dollar they earned, 16.1 cents were profit. That is decent profit margin but surely not gigantic.

Sometimes yes and sometimes no. My position is that there is no other real metric that policymakers and budget makers are able to reliably use.

Things like NCLB and Rate to the Top (RTT) are ideas that are trying to drastically shake up how that money gets disbursed. But unfortunately, in my opinion, they're both someone's grand idea for how to fix things without a lot of hard facts supporting the policy. NCLB seemed like a great idea when it came out and has been a mess the whole time. RTT is too early to tell but I personally don't know if it will solve anything.

I do agree Standardized tests are a good measure, in theory, however they have a piss-poor roll-out, internal validity, and too much weight is placed upon them.

Not going to disagree with that in any way. I'd state it like this: "Standardized testing is a shitty way to figure out how to spend the money. But it is the best way we know today."

I've offered my opinion on this topic several times in /r/education and usually get downvoted into oblivion.

Standardized tests have one critical purpose and until a viable alternate exists, the tests are here to stay. Standardized test are provide a meaningful way for the US Department of Education, state education authorities and local education authorities (school districts) a decent way to divvy up the funding. We've known for decades that giving a fixed amount per student to a school isn't an effective way to educate students. We can use standardized test to see what schools (or states or districts) are in need of the most help. And the only tool that the federal government or state government has to use is giving money to schools.

Find an effective way to split up the education tax dollars and there will be no need for standardized tests. Until that time they will only be used more and more.
