Gratuitous serious explanation: This is an end-case of the Israeli "traffic pyramid" law, which means that you should obey, in decreasing order of precedence:

  1. A policeman directing traffic
  2. The traffic light
  3. The sign affixed to the traffic light
  4. Right-of-way rules

Every Israeli traffic light has a backup sign attached. The "no left turn" sign in this case means that, when the traffic light is shut down or blinking yellow, you can't turn left.

Uncultivable lands were seldom the property of the villages below (remember that they had to pay taxes for them). They were state-owned lands, where "state" stood for the Crusaders, the Ottomans, the British Crown, the Jordanian Occupation, and finally Israel since 1967. More info here.

You could say that, in principle, you think that Palestinians should have a state of their own, and that some of the public lands in the West Bank should revert to the ownership of this new Palestine. But it hasn't happened yet.

The Palestinians would only come to the region around the late 19th century, when the Ottoman Empire started developing the region.
