Space Communism is actually quite interesting when you look into it. It encourages people to make their own money and lightly taxes the most common ways of making it, but they use their incredible alliance level income from moons and other sources to completely reimburse their pilots for lost ships. As The Mittani has said "If you lose a ship trying to kill someone you will be reimbursed fully" basically encouraging people to fight for them.

Pandemic Legion uses a modified version where it isnt retroactive, the alliance keeps ships on hand that are commonly used, ready to go and then hands them out when there is an operation and then they get handed back at the end.
