How I see this playing out: They'll try to use it as leverage against him; however, Brody will have a change of heart and not go through with the plans. This change of heart will lead him into trying to save the public from a plan that only he knows about, but he will be too late, die in the explosion, and then whoever has the chip will release it, making it look like Brody was behind it.
