UPS' web page being down is the exact opposite of an IT problem for my team.

We don't support the web pages of 3rd parties and I'm not going to have one of my techs waste hours on hold trying to call UPS' 1-800 number to tell them their web page is down.

However, that being said, telling the caller to go call UPS isn't the route I would have gone. What the tech should have told them is "Unfortunately, we have no control over UPS' or any other company's web services beyond our own. Thus, I'm going to be unable to give you a concrete time to expect their services to be back online and available. Personally, I suggest you give them 30 minutes to an hour, and try their page again."

If they're unhappy with that response, forward them on to your manager so they can tell them the same thing.

It's the safest, and most therapeutic stress reliever I've ever encountered. I've yet to meet anybody that couldn't stand to have some stress relief in their day-to-day life. In fact, I consider stress management a part of general healthy living.
