Toll roads don't make sense in that regard. The guy in the Mini Cooper pays $1 to use that 5 mile stretch of road and is very unlikely to damage the road. The guy in the 18 wheeler pays $1 to use that 5 mile stretch of road and is very likely to damage the road. Why should the Mini Cooper guy be on the hook for the damage caused by the 18 wheeler?
