I find ECM to be the lesser choice considering you'll have "Below Radar".

Typically if I find that I'm being locked on to I'll wait for the incoming missile, pop flairs, dive down to below 25 meters (to avoid a re-lock) while holding off incoming attacks and wait out the reload time for my flares.
