In Rotterdam only English is possible, but you would be better of in Amsterdam with only English. Also keep in mind that Dutch is not easy to learn, and that is a massive understatement.

If you are looking for a lot of young people try finding a city with a big university, i.e. Amsterdam, Utrecht, Delft, Nijmegen or Groningen. Rotterdam has a university but it is not considered a 'Studentenstad' (studentcity).

Demographically Rotterdam is mostly unskilled workers. So for Dutch standards not very Liberal.

Sports, mostly football, very few sports are played as spectators sports in the Netherlands.

Music is great, especially house/trance. Many great festivals (pinkpop, lowlands).

In my opinion, based on the information I get from your questions. You should consider Nijmegen. Possible the most liberal city in NL, great nightlife. Many students and young people. Great music. Unless you are coming here for the harbor, in that case Rotterdam.

if you are going to judge, at least read up on what satanism actually is.

A couple of my little brother's class mates made this. Upon its release (on youtube), they quit school and are currently waiting for some sort of a record deal/recognition. The best part is, they're absolutely serious too. by suekichiin videos

It costs the about the same for everyone, even if you get ill a lot or have a condition or something. That's one of the advantages if you make it compulsory, everyone who doesn't get sick helps pay for the people who do get sick a lot. And it stays affordable for everyone.

And if you have a job you can afford to pay for it, if you don't have one you get enough money from the government to pay for it.
