Quark had a deal with the Federation to operate his bar on what was legally their station. It probably included letting starfleet personnel use a certain limit of his services.

I just watched a DS9 episode where O'brien and Bashir were at Quarks ordering a whole bunch of food, but it turned out they couldn't eat it because they were still fasting for Worf's wedding.

As Quark was taking away the untouched food he proclaimed "no refunds"

So I'm thinking there is more to it than just that.

Refunding their allotted food credits for that meal, so Quark can use reuse the food in the replicator?

In "Armageddon Game", Quark is saying a toast to Kira and Jadzia about Bashir and O'Brien, and he says they were good customers who always paid their bar tabs. So the officers definitely pay Quark something. I think it could also be a stipend from the Federation to any personnel posted to Deep Space Nine.

Well just because the Federation has switched away from using currency doesn't mean some Federation citizens can't acquire some. Since other, non-Federation civilizations do use currency, there are likely ways to trade for or to earn it.

For example: at Quark's, the first spin at the Dabo wheel is free. One could win latinum that way. Serena, in the 7th season ep "Crysalis," walks into Quarks broke and ends up winning so much that Quark tries to get her to stop. Jadzia Dax wins money from Quark while playing Tongo.

They probably replicate it or something similar. It is worthless to them, and the show doesn't say that they don't have money, they just don't use money. (so they may have a storage of latinum that any officer can access)

The reason latinum is so valuable is because it can't be replicated. Which is why it is pressed with worthless gold.

Enterprise gave the impression that gold bars were more valuable to Ferengi (at that time at least) than gold-pressed latinum.

That said, Enterprise did a lot of strange things...

Well Quark said in DS9 at least in two episodes that gold has some value, in one (Who Mourns for Morn) he tells Morn that some cultures find it valuable. In another episode (Little Green Men I think) Quark tells humans in the past that "gold is good". However he has said elsewhere that it is worthless, maybe to the Ferengi.

There was the episode where he discovered Morn's 1000 bricks of gold-pressed latinum with all of the latinum removed, fairly disappointed in its worthlessness.

Yeah, that's the one I just referenced, Who Mourns for Morn, at the end he tells Morn is not a total loss because some cultures still find gold valuable.
