Feel free to copy my text - just insert you senator's name & prefix into the two locations that require it, and your name at the end. Oh, and I can't take credit for all the text, I merely mashed together this guy's work with some stuff from Ars Technica and a few dabs of glue.

(subject line): Regarding S. 3804, the Combating Online Infringement and Counterfeits Act
Mrs./Mr. <senators name>:
I am solidly for protections against copyright infringement, but, as is the case with most things that government does, this bill goes much too far and offers a threat to freedom of expression on the Internet.
This bill would give the power to block websites to a relatively few number of government officials, a situation ripe for misuse and abuse. Further such overt power could easily kill entrepreneurial companies that might shy from investing in new ideas for fear of running afoul of the government.
The content industry has sought to hinder or destroy many of the technologies that we now take for granted as a part of our daily livesl—like the VCR, HD radio, MP3 players, HDTV, DAT, and YouTube. Giving the industry a recognized process to destroy any website that they deem to be undesirable will have a chilling effect, stifling innovation on the Internet for years to come.
Mrs./Mr. <senator>, please, help to kill this bill!
Sincerely,
<your name>
