In Atlanta, a fried Philadelphia or Bagel roll is called a Winter Roll, or occasionally a "Crispy" roll. Quite popular here, too.

its a thing, it just doesnt really have a name, its like garnish, you just have to read through menus and see if that particular restaurant deep fries some of their rolls

I've seen tempura rolls be a roll that CONTAINS a tempura fried item inside the roll. I've seen rolls that are fried like this be called CRUNCHY _____ Roll.
